18-OCFS-ADM-05 - Criminal History Record Checks of Persons 18 Years of Age or Older Residing in Foster Boarding Homes
When certified or approved foster parent apply to renew certification/approval, criminal history record checks must be completed through DCJS and the FBI on all persons 18 years of age or older residing in the home, if no such criminal history record check was previously completed.

18-OCFS-LCM-04 - Federal Foster Care Candidacy Requirements
The purpose of this Local Commissioners Memorandum (LCM) is to address the steps that must be taken to make timely and accurate determinations of candidacy for foster care enabling the state and local departments of social services (LDSSs) to receive federal reimbursement for allowable pre-placement administrative expenses associated with candidates for foster care. A Title IV-E candidate for foster care is a child who is at serious or imminent risk of removal from his or her home and placement into foster care as evidenced by the LDSS pursuing the child’s removal from the home or making reasonable efforts to prevent such removal.

2017 New York State Title IV-E Plan Amendment 17-03
The Title IV-E State Plan Amendment contains the required citations of law, regulation, and policy that demonstrate New York State’s compliance to 42 U.S.C. §§ 671-679b. Most citations of law, regulation, and policy remains the same as we had indicated in our prior comprehensive plan amendment (Submittal 15-03), however, OCFS has added citations relating to SSL §458-a, as amended by Chapter 384 of the Laws of 2017 and an updated OCFS release on successor guardians, both in relation to the Kinship Guardianship Assistance Program. These additions have been bolded for emphasis and ease of review.
